ZHOU Hongyi, chairman of internet security company 360 Technology and a member of the 14th National Committee of the Chinese People's Political Consultative Conference, said that ChatGPT marks the arrival of an “AI era.”
And while China should focus on technology breakthroughs, it should also pay more attention to how the breakthroughs come about, he said.
In his submission to the annual sessions of National People's Congress (NPC) that will start on March 4, Zhou called for more cooperation between tech companies and science institutions as well as establishing open-source large-model AI projects.
In his proposal, Zhou said the digital gap is becoming wider between big tech and small companies, who are often left behind because they do not have enough money to recruit talent or develop technologies. He called for better SaaS services to help smaller startups to gain foothold so that they have a better chance to grow up.
